Weld RE4 is committed to providing a comprehensive K–12 program for Multilingual Learners (MLs) that ensures equitable access to the grade-level curriculum. We value the cultural and linguistic assets our students bring to our schools and recognize these strengths as essential to our learning community. Our objective is to ensure that every student developing English proficiency receives the necessary support to succeed academically while maintaining their native language and cultural identity.

Family Rights and Protections

The district prioritizes informed and empowered partnerships with families. All Multilingual Learners and their families have the following rights:

• A safe and welcoming school environment, free from discrimination or harassment.
• Full participation in all school programs and activities, including electives, athletics, advanced coursework, and special education.
• Access to English Language Development (ELD) services designed to support language acquisition alongside core academic content.
• Access to school-related information in a preferred language, including free interpretation and translation services.
• Prompt notification regarding a student's eligibility for English language support services.
• The right to accept or decline ELD services at any time during the school year.

Student Identification Process

The district utilizes a standardized process to identify students who may benefit from English language support:

1. Home Language Survey: Upon enrollment, families complete a survey to identify the primary languages used within the home.
2. Record Review: Staff review previous academic records and prior English proficiency scores to assess a student's history of English language development.
3. Proficiency Assessment: If a language other than English is indicated and prior data is unavailable, students complete an assessment evaluating listening, speaking, reading, and writing skills.
4. Identification and Placement: Based on a student’s assessment scores and a body of evidence, students may be identified as Multilingual Learners and matched with appropriate ELD services.

Service Delivery Models

Upon completion of the eligibility assessment, Multilingual Learners receive language instruction support aligned with the Colorado English Language Proficiency Standards and the English Language Development Program Requirements. Instruction targets the four primary domains of language acquisition: listening, speaking, reading, and writing.

Support is tailored to individual student needs through several delivery methods:

• Content-based instruction provided within the general education classroom.
• Targeted, small-group language instruction.
• Co-teaching models involving collaboration between ELD and content area teachers.
• Strategic accommodations and instructional tools based on individual learning requirements.
